JOB SUMMARY:
The President has challenged cabinet Secretaries and senior Federal agency heads to create a government that is
more citizen centered, results oriented, and market based. To achieve this vision within The Department of Homeland

The men and women of U.S. Customs and Border Protection (CBP) are the guardians of our Nation’s borders. CBP, an agency
with 60,000 employees worldwide, is responsible for preventing the entry of terrorists and their weapons into the United States,
while facilitating the flow of legitimate trade and travel. CBP’s major operational organizations include Field Operations, whose
CBP Officers work at over 300 ports of entry to screen passengers and cargo entering the country; Border Patrol, whose Agents
stop illegal entry at the borders between the ports of entry; and Air and Marine, whose Pilots and Marine Interdiction Agents help
to protect our country in the aviation and maritime environments.
As Executive Director, Enterprise Networks and Technical Support, in the Office of Information and Technology (OIT), you will
oversee an office that provides innovative information technology services and solutions to CBP and DHS customers. You will be
responsible for engineering enterprise solutions that provide optimal IT data integrity and accessibility that ensures program
quality, reliability, and IT systems availability that support the protection of U.S. borders and the facilitation of legitimate trade.
In this capacity, you will use industry and government best practices to integrate business and technical solutions across the OIT
enterprise. You will also be responsible for providing CBP and DHS customers with enterprise architecture design and
management, systems engineering, data center operations and services, strategic planning, security program management,
technology evaluation and integration, audit coordination, and enterprise process management.
You will be responsible for an IT infrastructure that supports all of CBP’s mission-critical and mission support systems operating at
1,200 field locations and supporting over 40,000 end users. This infrastructure includes the largest data center in DHS, with over
500 servers and 250 terabytes of data storage, plus a nationwide network with over 40,000 workstations and 950 local area
networks. You must ensure that this infrastructure and the systems it supports are operational 24 hours a day, 365 days a year.
You will participate in promoting effective operations by implementing budget-linked capital planning with performance-based and
results-based IT systems, ensuring effective acquisition and use of IT, and carrying out CBP information resources management
responsibilities. You will lead and facilitate development, implementation, and maintenance of a sound and integrated IT
architecture for the agency, and promote effective design and operation of all major information resource management processes.
You will have IT architecture responsibility that encompasses development of an integrated framework for maintaining and
evolving existing IT and acquiring new IT to achieve CBP’s strategic and information resource management goals.
You will provide executive level direction in planning, implementing, and evaluating long-range IT activities to support CBP
strategic business plans and cross-functional business solutions. You will participate in allocating resources to programs and
major projects to accomplish CBP goals and policies. You will conduct extensive evaluations of program and project goals, making
adjustments as necessary to assure that the office adapts smoothly to rapidly changing environments.
You will participate in budget crafting, Capitol Hill discussions, and Office of Management and Budget processes.
As a member of the agency’s executive team, you will implement the President’s Management Agenda within your specific area of

Program Management Certification: Applicants must possess or be eligible for Level III Program/Project Management (P/PM)
certification in accordance with the Department of Homeland Security (DHS) Program Manager Certification Standards, the
Defense Acquisition Workforce Improvement Act (DAWIA), or Federal Acquisition Certification for Program and Project Managers
(FAC-P/PM). Applicants who currently possess or are eligible for Level II Program/Project Management (P/PM) certification and
can achieve Level III certification according to DHS, DAWIA, or FAC-P/PM standards within eighteen months of the date of

Technical Qualification
6. Expert knowledge of best practices in information technology (IT) management and acquisitions, and skill in managing
complex IT programs that support an enterprise vision, create improved customer service, and ensure IT program performance
in a large, geographically-dispersed organization.

You will be eligible for performance bonuses of 5 to 20 percent of base pay for superior accomplishments. You will be covered
by a defined benefit, contributory Federal retirement system. You may participate in a retirement savings investment plan that

under the Government’s Federal Employees’ Health Benefits program and you may participate in the Federal Employees’ Group
Life and Long Term Care Insurance Programs. You will earn 26 days of vacation leave and 13 days of sick leave per year. In
addition, the Government observes 10 regular paid holidays each year.
